EDITORIAL
The paper is devoted to the history of Pharmaceutical Faculty of Siberian State Medical University (Tomsk Medical Institute). The role of В статье отмечается роль deans, teachers, and scientists in establishment of the department is mentioned. Scientific researches performed by faculties and laboratories are characterized. The material presented reflects the main promises in development of the departmentand enhancement of its infrastructure.
THE FACE OF THE ISSUE
The creative biography of Professor S.Ye. Dmitruk, prominent Russian pharmacologist and scientist, doctor of pharmaceutical sciences, is presented. For more than 30 years he headed the Pharmaceutical Faculty of the Tomsk Medical Institute - Siberian State Medical University.

An essay of the history and scientific investigations at the Chair of Pharmacology of the Siberian State Medical University (Tomsk), which was the first of this kind in Siberia, is presented.
EXPERIMENTAL AND CLINICAL INVESTIGATIONS
The results of research of phenolic compounds in an elevated part of a horsetail wood, growing in Tomsk and Kirov Regions are presented. The quantitative estimation of flavonoids and phenolic acidsspent of spectrophotometric method. Qualitative structure of phenolic compoundsstudied by chromatography. It is established that the Siberian samples have more various structure flavonoids and phenolic acids. Nine constant substances for samples of a horsetail wood in independence of a growth place are defined.
The meadowsweet (Filipendula vulgaris) extract in a greater degree, than valerian extract improves in albino rat's brain the kinetic characteristics of mitochondrion respiratory activity, increases the association of substrate oxidation with ADP phosphorylation in experimental posthypoxic encephalopathy. The nettle (Urtica dioica) extract increases in albino rat's brain the rate of cycle Krebs substrate utilization and oxidative phosphorylation coupling in experimental inhibition of fatty acids p-oxidation caused with 4-pentenoic acid. The meadowsweet and nettle extracts posses the expressed antioxidant effect.
Blood concentration of protein S100 was been decreased with choline-liked neuroprotectors citicoline and choline alfoscerate in clinical trial 52 patients in early day after stroke. Concentration of neuron-specific enolase was been decreased with three month mildronat therapy in blood of 16 patients with traumatic brain injury. Neuroprotective therapy has stabilization of blood-brain barrier as result.
The object of research is to compare antioxidant and prooxydant activity of arbutin and hydrochinon in vitro. Antioxidant and prooxydant activity of arbutin and hydrochinon is estimed of their ability to suppress/ induct oxydation ТВИН-80. Arbutin and hydrochinon have antioxydant and prooxydant properties. The conclusions are, that hydrochinon is more antioxydant, arbutin is more prooxydant.
The dry Urtica cannabina L. extract, containing complex of biologically active materials in different regimes introduced to mice with conducting poly-chemotherapy for the purpose of reduction in its toxicity. As a result a pathomorphological study of the liver of mice it was proven that the extract of U. cannabina decreases the manifestation of the toxic action (dystrophia and the necrosis of the hepatocytes) of poly-chemotherapy on a liver. Most effective is the regime of extract introduction before and after poly-chemotherapy.
In summer solstice it was established that right or left suprachiazmatic nucleus lesion breaks circadian rhythms of rat's moving activity in «open field» and lithium urine excretion. Damage of the left nuclei in a greater degree affects formation circadian rhythm of sodium renal excretion, destruction of the right nuclei - the calcium rhythm organization. The rhythms of body temperature and potassium urine excretion find weak sensitivity to reenergizing right or left suprachiazmatic nucleus. At destruction right or left suprachiazmatic nucleus are formed rhythm's desynchronization, character and expressiveness are defined by an illumination mode.
The purpose of research is to learn morphological and anatomical structure of Bidens L. types for elaboration of normative documentation's project of the herb bur-marigold. Morphological and anatomical features of production samples formal raw-materials and other Bidens L. types were explored by methods of pharmacopeia. There were revealed essential differences of these types' morphological features and conformity of their anatomical structure.
The composition of water-soluble polysaccharides of the leaves Tussilago farfara L., possessing anti-allergic properties. It is shown that the polysaccharide complex consists of galacturonan I (33%) and neutral polysaccharides (67%).
In experiments on intact rats and rats with steroid diabetes was studied the effects of prolonged introduction of 4-aminobenzoilgidrazid of succinic acid. It is shown that this substance potentiates the hypoglycemic effect of insulin, increases glucose tolerance and reduces the hyperglycemic effect of adrenaline.
In experiment it is shown cardionegative action of spirit ethyl. Damaging effects can be fixed with the help bioimpedansometry which is one of ways of an estimation of a condition of cellular membranes. It is noticed, that indicators bioimpedansometry correlate with presence of morphological changes in fabrics under the influence of ethyl spirit and the medicinal substances lowering a medicinal intoxication.
For the first time qualitative and quantitative amino-acid structure Lemna minor L. is studied with use of a highly effective liquid chromatography. Presence 18 proteinogennic amino acids, including 8 irreplaceable is established. The sum of replaceable amino acids of a duckweed small is presented monoaminocarboxylic,monoaminodicarboxylic, diaminomonocarboxylic and heterocyclic acids. Irreplaceable amino acids are presented monoaminomonocarboxylic and diaminomonocarboxylic by acids.
Benzobarbital and fluorbenzobarbital as monooxygenase system inductors increase the hepatic cytochrome P-450 level and the content of its isoenzymes 2B6, 2C9, 2Å1, accelerate aminopyrine, 7-ethoxyresorufine, 7-pentoxyresorufine, aniline and androstendione oxidation. Activity of benzobarbital and fluorbenzobarbital as inductors is to a large degree due to the action of their major metabolite — phenobarbital. Benzobarbital and fluorbenzobarbital unlike phenobarbital induce isoenzyme 3A4, responsible for androstendione 16b-OH-hydroxylation. PCN-type induction activity posses also native molecules of benzobarbital and fluorbenzobarbital.
The effects of Maackia amurensis extract (200 mg/kg, p.o. during the 14 days) on the vasomotor and psychoemotional reactions in rats after ovariectomy were investigated. The Maackia amurensis extract did not change the blood level of sex hormones, showed anxiolytic activity with the models of anxious disorders, did not influence considerably on the motor activity in «open field» test. Maackia amurensis extract reduced the pathological vasomotor reactions, showing by the change in vessels reactions on vasoactive agents and «hot flushes».
The paper deals with directed synthesis and study of hypoglycemic activity of N-heterylamides of 4-aryl-2-hydroxy-4-oxo-2- butenoic and 4-aryl-3-bromo-2, 4-dioxobutanoic acids. Hypoglycemic activity of 28 compounds was under research. Some regularities of the influence of the heterocyclic moiety structure and the bromine atom on the activity of the compounds were obtained. Two low-toxic and highly active substances comparable in potency with the reference drug were identified.
For finding-out of a role antioxidant and antiradical properties of poly-phenols in mechanisms hepatoprotective actions of preparations from Maackia amurensis activity of preparations from ядровой wood (Macsar), an extract of cellular culture Maackia amurensis, stilbens. Antiradical properties of preparations measured on ability to cooperate with difenilpikrilgidrazilom (DPPH). It is established, that for Macsar, PKMA, monomeasured and dimeric Stilbenes is absent correlations between antiradical activity of the given preparations from a polyphenolic complex Mauck Amur in modelling system with DPPH and them hepatoprotective effect in vivo. Monomeasured and dimeric stilbenes, possessing the highest antiradical activity appreciated on their ability to restore stable radical DPPH, have not shown expressed hepatoprotective activity at a hepatites.
Free radical processes are a common universal mechanism of cellular damage in the pulmonary and cardiovascular diseases, diseases of the pancreas and liver, atherosclerosis, cataracts, etc. In this work, we investigated the interaction of the pinostrobin oxime and leucomisine with active forms of oxygen. The study of the interaction of the pinostrobin oxime and leucomisine with a stable radical 2,2-diphenyl-1-picrylhydrazyl, superoxide anion radical, hydroxyl radical, and the effects on stimulated prooxidants (hydrogen peroxide) lipid peroxidation in post-nuclear fraction of liver. As comparison drugs used substances with known antioxidant and antiradical activity - butylated hydroxytoluene, quercetin, and mannitol. The experiments showed that pinostrobin oxime and leucomisine exhibit moderate antiradical activity against the studied free radicals.
The results of these researches indicate the possibility of complex use of different parts of the aspen ordinary (Populus tremula L.), which are waste of wood processing industry and forestry engineering activities, and of the development of medical preparations of antiulcerous and anti-inflammatory activity on their basis.
The possibility of using pinostrobin oxime and caper extract to decrease the intensity of lipid peroxidation and endointoxication in rats with chronic acetate ulcer is studied. It is found that the studied substances decrease the intensity of lipid peroxidation processes and the level of medium-molecular-weight (MMW) complexes in the blood of experimental animals.
The blood level of glucose, glycosylated hemoglobin, triglycerides, total cholesterol, summary content of very low density and low density lipoproteins, high density lipoproteins glycosylation's degree had been decreased with the nettle (Urtica dioica) extract in experimental diabetes mellitus type II in rats that was being caused with streptozotocine intraperitoneal injection and high-fat diet. The effect did not depend on food regimen during the therapy. The cholesterol atherogenic index has been decreased and the sensitivity to insulin has been recovered with the nettle extract when high-fat diet only. The level of blood glucose and glycosylated hemoglobin has been decreased with metformin when usual food regimen during the therapy. The lipid content and cholesterol atherogenic index has been normalized with metformin when both variant of diet.
THE RESULTS OF YOUNG SCIENTISTS’ AND STUDENTS’ INVESTIGATIONS
Having purposed to find efficient vegetable sorbents, adsorptive qualities of solid raw materials of 3 sorts of wide-spread in West Siberia sphagnous mosses (S. fuscum, S. balticum, S. fallax) was learnt. The largest values of adsorptive activities accor ding to markers (model substances) from them are typical to species of S. fuscum. Physical-chemical and technological qualities of substances of this species brought in project of officinal article are learnt.
SCIENTIFIC AND STUDYING PROCESS: METHODIC SEMINAR
We have investigated the opinions of the pharmaceutical students about the qualities and character traits of ideal pharmacist and the definition of their self-esteem of this image. The students have noted the most important qualities as professionalism, competence, education and responsibility. Only 28% of respondents have identified full compliance of the chosen specialty.
In connection with changes in the pharmaceutical market and in public health services sphere necessity of a new speciality introduction for the pharmacists conducting judicial-chemical (chemical-toxicological) researches in establishments of public health services is proved. The speciality statement «Analytical toxicology» completely corresponds to positions of the Bolonsky Convention of 2003 and prospects of development of pharmaceutical industry.
FROM SCIENCE TO PRACTICE
The work purpose consisted in elaboration of technology of reception pellets of tamsulosin with the modified liberation, and also an estimation of their comparative bioequivalence with a comparison preparation. Their bioequivalence judged by results of treatment of rats with experimental good-quality hyperplasia of prostatic glands. By results of researches the structure and technology pellets of tamsulosin are proved, their bioequivalence with a comparison preparation is proved.
The technique of quantitative determination of L-thyroxin in a model solution and an individual preparation with the aid of inversion voltammetry is developed. For this purpose, it is necessary to study working conditions of the voltammetric behavior of L-thyroxin, namely, to estimate the influence of different factors (accumulation potential, accumulation time, scanning rate, nature of background electrolyte) on the potential and current of thyroxin recovery. The object of study is L-thyroxin (Sigma, USA). As a result, working characteristics of quantitative determination of L thyroxin in a model solution and monopreparation are determined.
Possibility of quantitative definition of mediborol in oil solutions is shown by the method of Firordta and least-squares method for spectrophotometric analysis. The developed technique appreciably allows us to increase the measurement accuracy as compared with the direct spectrophotometric analysis. The error of the analysis does not exceed 1,36% for solution of mediborol in peachy oil and 0,83% in olive oil.
The main purpose of our paper is the studies on the substantiation of the new approaches to the chemical standardization of plant drugs and their medicines containing flavonoids. On the basis of the study of chemical composition of medicinal plants there were developed the methodic and methodological approaches to the standardization of plant drugs and preparations containing flavonoids. We studied such medicinal plants as Helichrysum arenarium (L.) Moench., Tanacetum vulgare L., Artemisia dracunculus L., Mentha piperita L., Agrimonia eupatoria L., Aerva lanata L., Matricaria chamomilla L. We used such methods as spectrophotometry, thin layer chromatography, high performance liquid chromatography. For purpose of standardization were recommended the state standard samples of rutin, cynaroside and isosalipurposide. The developed new approaches to standardization of medicinal plants containing flavonoids and their medicines will be useful in elaboration of new phytopharmaceuticals.
Research is devoted to the problem of efficient use of the herbs of Salsola collina Pall. Studied and analyzed the known technological methods of processing and to obtain standardized extractive complexes. Had developed an effective method of obtaining the liquid extract. The parameters of the extraction process and the proposed complex extractant, allowing a high degree of depletion of plant material for the various groups of biologically active substances, and get the finished product with desired properties.
Our research is of theoretical and practical importance and aims at the development of ophthalmological dosage form comprising mineral component (bischofite). It is mineral complex consisting of 96% magnesium chloride with macro- and microelements. Having carried out complex physicochemical and biopharmaceutical researches in vitro, we developed composition and technology of 10% bischofite solution in the form of eye drops. After is one of the perspective tools in technological researches. After using of the analytic hierarchy process by T. Saaty the optimal eye drops composition was selected according to all chosen criteria for this pharmaceutical form.
The technology of a tablet form of herbal medicine on the base of a standardized extractive complex is developed. It is possessed of well-defined cholagogae, antispasmodic and anti-inflammatory action. This development is an innovative product, which represent an alternative of officinal plant species (traditional and imperfect form) and constitutes an effective technology of bioactive substances extraction from the plant species. It is a rational mixture and technology of tablet form as well as a control method of raw materials, an intermediate product and a standardization of a final product too.
ECONOMICS AND HEALTH CARE MANAGMENT
It was developed the methodic of approach to the drug's position served of private citizens; it was make up the matrix the position and maps of perception of drugs.
With application of expert estimations the most significant factors causing risk for medicinal maintenance of the population, living in certain territorial zones Republics Sakhas (Yakutia) are revealed. The complex of actions for decrease and management of risks in system of medicinal maintenance of republic are scientifically proved and developed. The differentiated approach to formation of trading extra charges on preparations is offered. The design procedure of the size of subventions is developed at preferential medicinal maintenance of the citizens living in remote and sparsely populated areas of republic.
